是否所有英文句子也必須用時態? 如不是請指出那些類型的句子不須用時態.

Every sentence has a verb . When you use a verb , you have to show the proper tense . I cannot think of a sentence without a verb . Even a simple answer such as Yes and No has an element of tense in it .

Would you pls tell me if the followings have the same meaning :
1) no dice
2) no way

in my understanding, both of them mean "不同意, 無得傾", right?

Oxford Advanced Learners English Chinese Dictionary says 'no dice' means you refuse to do something or something cannot be done.
eg,1. Did you get that job ? No dice
2. Can you help me by carrying this box? no dice
It is Americanism and colloqual ' no way' is an informal way of saying there is
impossibility that you will do something or that something will happen
eg. ' Can you help me? no way
' Will they give you a job ? no way '

Why "Whom I am talking to" is wrong?Who is for a subject while is for an
object, isn't it?

When should "that" and "which" follow a noun?I once saw a sentence
"Everything he say is real". Why the word "that" behind everything is
omitted?

'Whom I am talking to' is correct in grammar , but English people usually say '
To whom am I talking ' or 'who am I talking to '
' Everything that (which) he says is true ' is correct .
' Everything he says is correct ' is the common usage.

Dear Sir Young,

I like Peter, Paul & Mary's Early One Morning very much. Yet I don't quite
understand the last but one sentence of the song "Around his middle my two
arms I will fling". Could you explain this to me? And actually does the song mean that the girl regrets getting married so early? Seems a stupid question but it's on my mind for a long time. Hope you can help. Thanks a lot!

around his middle . Middle is about the level of the waist . Fling means
'throws'

No, she wants to get married .
