In a social media post, the department said some 1,560 people visited the trail with registration over the past weekend.

It said most visitors entered immediately without queuing, adding that they were satisfied with the arrangement.

“Some visitors also pointed out foot traffic on the trail had decreased compared with before the reservation arrangement was introduced, with notable improvements at the lookout point which was no longer overcrowded – significantly enhancing visitor experience,” the AFCD said in a statement.

The department said it will continue to collect on-site data and visitors’ feedback during the rest of the trial period, which covers the weekends in September, the Mid-Autumn Festival and the National Day Golden Week holiday.

A detailed review would be conducted after the trial ends to assess its effectiveness and explore long-term arrangement, it said.

Speaking to reporters on Monday, Lo said hospital redevelopment projects are of great significance to the healthcare system.

“We are concerned when the new building can be put into use,” he said.

“Regarding the delay at the current stage, as a medical professional, I feel a bit disappointed.”

Lo said he hopes rectification works can be carried out as soon as possible.

“The Health Bureau will support the Hospital Authority and colleagues at the Queen Mary Hospital to minimise the impact on medical services during this process.

“As healthcare professionals, we are the users of the building, and it is not appropriate for us to comment on technical details involved.”

Chief Executive of the Hospital Authority Libby Lee also said HA staff were disappointed at the delay in the hospital’s redevelopment.

She said services at Queen Mary Hospital were unaffected at the moment, but the Hospital Authority would assess the impact of the delay on the hospital’s future development.

The taxonomy is designed to provide clear, transparent definitions for what constitutes green and sustainable activities with the aim of scaling up capital flows while addressing greenwashing concerns, the HKMA said.

Phase 2B prototype adds 10 new economic activities that, together with the recategorisation of some phase 2A activities, brings the total from 25 to 39 and introduces technical criteria for both green and transition measures.

The updates focus on enabling technologies such as battery manufacturing and recycling, as well as low-carbon technologies. 

They also provide transition pathways for hard-to-abate sectors, including air transport and iron and steel.

The prototype also enhances the methodology for climate-change adaptation by introducing a process-based approach, given the location-specific nature of such measures. 

The initial focus is on shoreline protection and flood management, which are closely tied to key climate risks facing Hong Kong.

The consultation runs until October 7.

Lo made the appeal as he and health officials received the seasonal flu vaccination at Sai Wan Ho Family Medicine Clinic.

Speaking to the media after getting the jab, Lo said the government has procured 1.3 million vaccine doses for this year’s vaccination programme, with the first batch already arrived in the city.

He said the authorities have adopted various improvement measures, including enhancing the vaccine procurement arrangement, to ensure a sustainable jab supply.

Authorities have purchased different types of vaccines – inactivated, recombinant and nasal spray live attenuated jabs – to cater to the needs of different groups, he said.

“Our school outreach programme for students under 18 offers more options, including the nasal spray live attenuated flu vaccine,” Lo said.

“Schools now can choose the vaccine type they want, and if they require both injectable inactivated vaccines and nasal spray jabs, we can send medics to the school to offer both options at the same time, so that all parents can choose their preferred vaccination method.”

The health minister added the authorities have also introduced digital consent forms for flu vaccination, and will further promote vaccination in the community.

Speaking via video at the South China Morning Post's China Conference in Astana, he said increasing merchandise trade between Hong Kong and Central Asia is a clear testament to deepening trade and investment ties.

"Last year, the total merchandise trade between Hong Kong and Central Asia amounted to over US$324 million, representing a solid increase of 27 percent as compared to 2020," Lee said. 

"It is a clear testament to our deepening trade and investment ties, and we are fully committed to taking this partnership even further." 

Lee said the SAR's unique advantages under "one country, two systems", including its common law system, low taxes and multicultural talent, make it an ideal gateway for Central Asian businesses to access the vast Chinese mainland market.

Officers intercepted a 71-year-old man at the arrival hall on Saturday and found the batch of live crickets, with an estimated market value of about HK$2,000, in his baggage.

A day later, a 66-year-old woman was stopped and had a batch of live dubia roaches, with an estimated market value of about HK$3,900, seized.

Both were arrested, with their cases handed over to the Agriculture, Fisheries and Conservation Department for follow-up investigations.
      
Customs said importing any plant pest or any plant infected or infested by such vermin without prior authorisation issued by the director of agriculture, fisheries and conservation is an offence, and any person found guilty of that is liable to a fine of up to HK$10,000 and imprisonment for six months.

Speaking at the 2026 Hong Kong Green Finance Association and Greater Bay Area Green Finance Alliance Annual Forum, he said the accelerator initiative would channel private capital towards climate solutions where it is most needed, while creating new opportunities for Hong Kong's professional services.

"By providing systematic pre-finance support and project structuring, it addresses a critical bottleneck: the shortage of investment-ready green projects," Hui said.

Many Belt and Road economies, he pointed out, require substantial financing for green development and climate resilience.

"The transition to a low-carbon future is not a destination to be reached by a single route," Hui said.

"Different countries or stakeholders are going through diverse journeys, with different starting points and also different challenges.

"Hong Kong's commitment is to be a facilitator, a connector and a partner in the process.

"We will continue to deepen our collaboration with the mainland, the Greater Bay Area, and the international community, mobilising capital, sharing expertise and building resilience."

Hui said Hong Kong has been at the forefront of facilitating green investment and sustainable infrastructure development across participating economies, leveraging the SAR's deep capital markets and professional expertise to structure bankable projects and de-risk investments.

Upon investigation, the watchdog found that the tour guide, Sun Kwun-ying, allegedly made threatening remarks to group members from the mainland, compelling them to purchase goods in February and April this year.

The agencies – Go Go Ming Travel Services and Grandee Travel Company – meanwhile, allegedly failed to take all reasonable steps to ensure that people on the tours were not coerced into shopping.

The watchdog stressed it does not tolerate forced shopping and behaviour that damages the reputation of Hong Kong’s tourism sector.

It promised to resolutely crack down on such malpractices.

Ahead of the National Day Golden Week holiday next month, the TIA said it would step up inspections with other law enforcement departments to fully safeguard inbound visitors’ rights and uphold the reputation of the SAR’s tourism sector.

DAB lawmaker Nixie Lam welcomed the decision, saying that the disciplinary actions taken by the watchdog serve as a reminder to the sector that it has to strictly abide by regulatory requirements to prohibit malpractice.

She said it was appropriate for the TIA to strip their licences, noting that it was the third enforcement action of this kind so far this year.

While the vast majority in the sector is dedicated to serving travellers, Lam said a small number of rotten apples would have a negative impact on the SAR's image.

"A lot of Hong Kong residents would think that's like a common practice about 10 years ago or so. We don't actually see this as a very common way of doing business anymore. But if there are still a small number of agencies that are still doing this, it might make more harm than ever.

"At the moment, a lot of these information was spreading online in a lot of other media and stuff. It can travel a lot not only within, say, the mainland market, it might travel to the international market and hurt our reputation."

The legislator suggested the watchdog step up professional training and education for frontline workers, so as to enhance the overall service quality of the industry.

In delivering his opening speech at the Philanthropy for Better Cities Forum on Monday, he said the SAR recognised more than 400 new charitable organisations last year, and Hong Kong had more than 11,000 tax-exempt charities so far.

The amount of approved donations surpassed US$1.5 billion in the 2024/25 assessment year, Chan said.

The official highlighted Hong Kong’s simple and transparent tax regime which he said lays the foundation for the city’s status as a global business and philanthropic hub.

“Hong Kong is not just a financial hub. We are a wealth management powerhouse. We are now home to more than 3,300 single family offices – a 25 percent increase over the past two years,” Chan said.

“And more than half of them have second-generation members in leadership roles, reflecting that ultra-high-net-worth families trust Hong Kong for generational wealth transfer.”

He noted that projections showed that more than US$5.8 trillion in wealth would be handed over to the next generation in the Asia-Pacific region in the coming years, and Hong Kong was best placed to take advantage of this trend.

The city is one of the world’s largest cross-boundary wealth management centres, Chan said, and total assets under management reached US$5.4 trillion last year.

More than half of the funds were from overseas investors, he added.

The two-day event themed "Leaping for Impact" marked its 10th anniversary this year.

He was speaking at the opening of the inaugural Co-Development and Investment Conference, which brings together around 300 investors and more than 500 startups alongside industry leaders and academics in the Greater Bay Area.

The six-day event starts at Hong Kong Science Park before moving on to Dongguan and Hangzhou for its final four days.

“For global investors in a world overshadowed by geopolitics, the requirement is twofold: stability and security on the one hand, attractive returns on the other,” Chan said.

“For innovators and entrepreneurs, capital alone is not enough. They need an industrial ecosystem, a steady supply of talent and access to the full range of innovation resources.

“Nowhere is the combination of finance and innovation stronger than in the Guangdong, Hong Kong, Macao Greater Bay Area.”

Chan called Hong Kong a “magnet” for global talent and a hub for fast-rising innovation, making it a natural complement to sister Greater Bay Area cities that excel in advanced manufacturing, commercialisation and scaling.

The city, he added, is also building a capital ecosystem tailored to support startups and drive innovation.

These efforts are already bearing fruit, Chan said, pointing out that the technology sector's share of turnover on the Hong Kong bourse has risen from 15 percent to 47 percent over the past decade, with overall turnover growing more than eightfold.

"We want the conference to be more and more engaging and relevant, not just to the governments or the mega corporations, but relevant to the SMEs... so they can begin to understand the opportunities it presents and how they can tap into this market," he said ahead of the summit to be held on Wednesday and Thursday.

Ho added that the focus of this year's summit is to advance high-quality cooperation and development, stating that it aligns with the nation's 15th Five-Year Plan.

He traced the initiative back to strengthening cooperation with Asean, then with the Middle Eastern market before expanding into North Africa.

"This year as you can see the government has a strong focus on opening the Central Asian market because we believe in building a hub-to-hub collaboration model as well as tapping into the 80-plus million population in Central Asia," Ho said.

In the future, he added, central authorities are looking into markets in West Asia, North Africa and South Asia.

He explained that is why senior leaders in governments and private sectors from Latin America, Pakistan, Central Asia and more will be attending the upcoming summit.

"This ties in with the overall Belt and Road strategy of Hong Kong, of how while deep in cooperation with the three regions I mentioned [Asean, the Middle East and Central Asia], we are also preparing and laying the groundwork for West Asia, North Africa and South Asia."

The AFCD said special inspection and enforcement operations were held around town on August 30, Saturday and Sunday.

The department said officers will follow up on the suspected violations and launch prosecutions accordingly.

"The special operation aimed to raise awareness among dog keepers to properly control their dogs in public places and to reduce incidents of dog attacks arising from improper control, while promoting the message of responsible pet ownership and explaining relevant statutory requirements to members of the public," an AFCD spokesman said.

He was at Sha Tin Racecourse on Sunday to attend a ceremony ushering in new racing season and present the trophy for the Chief Executive's Cup.

Writing in a Facebook post, Lee said the season opener attracted both local racing fans and visitors.

He also said a surge in mainland and overseas tourists in the last racing season demonstrated the results of government’s efforts to promote horse racing tourism.

"In the last season, more than 400,000 mainland and overseas tourists were drawn to the Sha Tin and Happy Valley racecourses, doubling the figure from the previous season," Lee said.

"This not only demonstrated the strong appeal of the racecourse experience – which combines top-class racing with dining and entertainment – to global travellers, but also reflected the results of the government’s efforts to promote horse racing tourism since it was set out in the 2024 Policy Address."

Lee added that the SAR government will continue to attract tourists through mega events.

Some tourists said they came to the Sha Tin Racecourse to support "Ka Ying Rising" – one of the world's top sprinters and the winner of the Chief Executive's Cup.

"I've heard it's the greatest sprinter, that's what I've been told back at home and was told that 'Ka Ying Rising' is the one horse to come and see and we were fortunate to be here on opening weekend and we had very good time with that," said Sophia, a tourist from Sydney.

"We're going to The Everest which is next month and we know that 'Ka Ying Rising' will also be racing there. So very excited to see 'Ka Ying Rising' both here in Sha Tin and both back home in Sydney," another tourist Ethan said.

"Ka Ying Rising", under the saddle of Australian ace Zac Purton and trained by David Hayes, blew away the competition in the 1,200-metre Chief Executive's Cup in a devastating time of 1min 6.11secs, setting a new course record.

This was also its 21st straight win.

Also on Sunday, a number of local horses were looking to make their presence felt on the world stage but came up short.

"Fast Network" was a disappointing 15th in the Centaur Stakes at Hanshin Racecourse in Japan, while three Hong Kong entries – "Gorgeous Win", "Self Improvement" and "Beauty Waves" – also finished unplaced at the Korea Sprint in Seoul.

In her latest blog on Sunday, Linn said the Development Bureau's Spatial Data Office has formed a "geospatial lab" to run the Common Spatial Data Infrastructure (CSDI) portal, which offers more than 1,100 datasets from more than 70 departments and organisations for public use.

The data covers planning, lands, buildings, works, population, transport and more.

Raymond Choi, head of Spatial Data Office, said the office integrates, analyses and standardises digitalised information tagged with geographic locations, so the data can be shared and applied in different services.

The office is developing a conversational AI assistant, allowing users to query information on vacant government sites and access designated datasets directly, instead of having to browse individual websites, Linn wrote.

She added that the Lands Department's Survey and Mapping Office previously collaborated with Hong Kong Polytechnic University to launch the "Walk in HK" application. 

It combines a 3D digital map with CSDI data to generate routes tailored to different needs, such as those of wheelchair users, offering barrier-free or flatter paths that avoid stairs or slopes.

Separately, a start-up has combined CSDI data to launch the "WayMe" app, which provides facility alerts and a "comfort score", and can issue instant warnings to hikers who stray off their planned routes.

This year’s summit will be held at the Hong Kong Convention and Exhibition Centre in Wan Chai on Wednesday and Thursday.

Writing in his weekly blog, Chan said this year’s Belt and Road Summit would introduce a new session – a dedicated Go Global Chapter – to assist mainland enterprises to expand their business overseas.

He said the summit will also focus on different aspects including energy, artificial intelligence, low-altitude economy and urban development, boosting exchanges and collaboration.

The finance chief also said the government’s GoGlobal Task Force has helped more than 300 mainland companies set up or expand their operations in the SAR since it was set up last year.

He hopes Hong Kong can further assist Belt and Road enterprises in cultivating markets, reducing transaction costs and unleashing growth potential.

Hui said many employers may not be familiar with the new framework and stressed they have a legal responsibility to manage heat-related risks for their workers in extreme temperatures. 

"The system is not a law in itself, but even if the guidelines are not issued, all employers are responsible for the burden of occupational health and safety encountered by workers. The risks includes heat exhaustion and heatstroke," he said on a TVB programme.

"If an employer does not take responsibility of risk management in this regard, it is actually illegal under the Occupational Safety and Health Ordinance."

His remarks came as authorities added two new triggers to the system at the end of August. 

Hui said construction sites and other employers should not interpret heat warnings as automatic orders to halt all work. 

Instead, Hui added, they should conduct advance risk assessments, introduce cooling stations, fans, ventilation, shade and cooling clothing, and reschedule heavy labour away from the hottest hours.

In response to whether the system should adopt the international Wet-bulb Globe Temperature standard, Hui said it would not fully address Hong Kong’s humid, poorly ventilated working environments, including indoor workplaces without air conditioning.

He added the government would evaluate data from the summer before making any further adjustments to the system ahead of the next hot season.

In a video posted on his social media, Lee said authorities had been collecting public opinions towards the blueprint and the latest Policy Address over the past two months. 

He said delivering the two documents on the same day aims to facilitate the public’s understanding of the complementary relationship between the two items. 

“Hong Kong’s first five-year plan will enhance people’s livelihoods continuously through long-term development strategies, while the Policy Address will set out concrete measures each year to improve housing, people’s livelihoods, healthcare and other areas,” he said.

“I thank people for their valuable suggestions for the first five-year plan and the latest Policy Address during the public consultation period. 

“We will review and incorporate these views in the documents to drive economic development, improve people’s livelihoods and create new opportunities for Hong Kong.”

Lee went on to say that the SAR government would continue to focus on people’s needs and drive Hong Kong forward.

Speaking at a forum looking at ways in which the two places collaborate, Leung said Hong Kong residents of Fujian origin account for about one-sixth of the SAR’s total population and they have significant influence across different sectors in the city.

“Hong Kong has long been Fujian’s largest source of foreign investment and an offshore financing hub,” he said.

“It has an extensive international trade network, as well as professional global trade and logistics services.

“Hong Kong goes global, wins global, buys global and sells global. It is the preferred 'super-connector' for Fujian’s going-global and bringing-in efforts.”

Leung also said Hong Kong and Fujian had signed 28 agreements in 11 sectors including aviation, innovation and dispute resolution in June, offering a solid foundation for further cooperation.

Guo Ningning, Deputy Secretary of the CPC Fujian Provincial Committee, said Hong Kong serves as an international financial, shipping, trade and innovation centre.

It is of great significance to deepen cooperation between Hong Kong and Fujian under the 15th Five-Year Plan period, she added.
